The short version
Before testing a Chinese AI video API, record five separate facts: the customer account region, API access domain, API-key region, model availability and the provider's stated inference deployment scope. Also record where static request or result data is stored. These are not interchangeable fields, and a successful demo in one region does not prove the same model or data path is available in another.
Separate region from deployment scope
A provider can use region to describe the access point and storage location while using a separate deployment scope for inference execution. Alibaba Cloud Model Studio documents this distinction directly: the selected region determines the access point and static data location, while the deployment scope determines where inference resources may run.
That means a label such as Singapore, Virginia or Frankfurt may not answer every data-path question by itself. Read the current provider description for the exact product and scope selected.

Confirm the model, key and endpoint as one set
Regional configuration is operational, not merely descriptive. Alibaba's Wan text-to-video reference instructs users to match model availability, endpoint URL and API key to the region, and warns that cross-region calls fail.
Capture these values in a test record. A generic statement that the provider has an international API is too broad to reproduce a working configuration.

Check capability differences by region
The same provider may expose different video models or modes across Chinese Mainland, Global, International or country-specific scopes. Alibaba's current video overview presents separate regional model tables rather than one universal list.
Build the shortlist from the target region outward. Do not choose a model from a general showcase and then assume it is available through the endpoint the buyer can use.

Use a synthetic pre-production test
The first regional test should use synthetic, non-confidential content. Its purpose is to validate authentication, task creation, polling, retrieval and error handling in the intended configuration, not to assess sensitive production material.
Record the request path and timestamps without logging the key. If the provider returns a region or authentication error, correct the configuration rather than switching to an undocumented relay.

Document uncertainty instead of making a compliance claim
Provider documentation is evidence of the provider's stated architecture at the review date; it is not by itself a legal conclusion for a customer's workload. Data residency, privacy, export control, sector and contract questions depend on the customer, content, locations and applicable terms.
A useful technical brief states what the primary documentation says, what was tested, what remains unknown and which question requires customer or specialist review. It should not claim that selecting a region automatically makes a workflow compliant.
Turn the result into a reproducible region card
Maintain one dated card for every shortlisted configuration. Refresh it before procurement and whenever a Signals entry reports a relevant model, endpoint or regional change.

Is an API region the same as the inference location?

Can one API key be used across every region?
